The Emerging Leaders in the Americas Program (ELAP) or Canada-ASEAN Scholarships and Educational Exchanges for Development (SEED) scholarships provide students and researchers from Latin America, the Caribbean and ASEAN member states with short-term exchange opportunities for study or research, in Canada, at the college, undergraduate and graduate levels.

ELAP/SEED scholarships are facilitated through institutional collaborations and student exchange agreements between post-secondary institutions in Canada and their partner institutions Latin America, the Caribbean and ASEAN countries.

Application Instructions

North Island College is pleased to invite partner schools in Latin America, the Caribbean and ASEAN designated countries to nominate scholarship students using the process outlined below. We strongly encourage you to review the ELAP and SEEDwebsite carefully prior to nominating students.

Please see the links below for the programs included in the Student Exchange Program (SEP):

NIC must receive completed applications one week prior to the deadline indicated on the ELAP/SEED webpages for nomination. Late applications will not be accepted.

Please note: Do not apply directly on the ELAP/SEED website. NIC will submit your nominations once all your documents are complete and accepted. NIC will notify you directly if you are selected for the scholarship.

How To Apply?

Step 1: Review the ELAP/SEED website to determine dates that applications will be accepted for the academic year.

Step 2: Review all details required in the documents listed below.

Step 3: Prepare each document in the following format:

  • Title matches document name and includes the student last name
  • pdf, .jpg, .doc, .docx, .txt or .gif. file types are acceptable.
  • Each document must be smaller than 5 Mb.

Step 4: Upload all documents into one email. Be sure to:

  • Submit each document as separate file. Applications with all documents in one file will be sent back to you to reorganize.

Step 5: Email the application package to istudyabroad@nic.bc.ca. Be sure to:

  • Include “ELAP” and/or "SEED" and the Student’s full name in the subject line of the email.

Deadline to apply to NIC for nomination to the ELAP/SEED program: one week prior to the deadline indicated on the ELAP/SEED webpages for nomination.

Documents Required:

  1. North Island College Application Form (Please be sure to add the name of your home institution education coordinator under the Release of Information on page 1 of the application form)
  2. Applicant Nomination Form
  3. Course Selection Form: Completed by the student and emailed to istudyabroad@nic.bc.ca for review by an NIC Program Advisor, who will sign the document and return it to the student.
  4. Letter of intent: A short letter in English from the student describing the nature of his/her research or studies to be undertaken and explaining the rationale for study in Canada and for the choice of institution, program and supervisor. The student must also indicate how the proposed program of study or research will relate to his/her future career. Please sign and date this document.
  5. Privacy notice: A copy of the Privacy Notice Statement for non-Canadian participants signed by the student.
  6. Proof of citizenship: A copy of the student’s passport or national identity document with valid dates; a baptism certificate is not accepted as proof of citizenship.
  7. Proof of full-time enrolment: A one-page letter in English or in French from the home institution, on official letterhead, dated within the last six months. This letter must confirm the candidate is currently enrolled in a full-time program and will continue to be enrolled upon their return. Please include current transcripts.
  8. English fluency: To be eligible, applicants must be proficient in the language of instruction at North Island College (English) before their arrival in Canada. To determine this, we require transcript evidence of English proficiency. An IELTS or TOEFL score (or other exam result as deemed acceptable by NIC) is required if the student has not completed at least one year of post-secondary study in English.
  9. Letter of support from the home institution: A one-page letter in English from the student’s instructor, professor, or international director at the home institution explaining the nature of study and how the candidate and the home institution will benefit from this scholarship program.
  10. Translated Transcripts: NIC requires official academic transcripts from the home institution translated into English to help determine program placement and course selection.
